Yes, it is free, but it is nowhere near as reliable as other phone services. Also, it is only free in certain circumstances. Make sure you can actually benefit from a phone line like this before you cancel your phone plan and register with a company that offers free Internet calling. If anything, a free Internet phone number should be used as a supplement or a backup, not a main phone line.

Long Distance Limits
These free Internet phone numbers often only reach certain numbers within the United States or Canada. Moreover, the services that do allow you to call anywhere in the world often limit your call times to just a few seconds. If you have a sister studying abroad this semester or a friend from another country, you may not be able to reach them with a free Internet phone number. Traditional phones may charge, but long distance plans have gotten more affordable over time. You might want to consider sticking with what you already have.

The ones that do not require registration tend to offer far less calling time.
